Civil Aviation Day — or, more correctly, Civil Aviation Employee Day — in Russia celebrates February 9th. In 1923, on this day, the USSR Council of Labor and Defense adopted a resolution "On the assignment of technical supervision of air lines to the General Directorate of the Air Fleet and on the organization of the Council for Civil Aviation."
Civil aviation appeared in the USSR on February 9, 1923. Then the USSR Council of Labor and Defense signed a decree on the organization of the Council for Civil Aviation. This is how the Russian Dobrolet Voluntary Air Fleet Society appeared. His planes performed the first civil flights "Moscow — Nizhny Novgorod".In 1979, civil aviation workers had their own holiday, Aeroflot Day. It was celebrated on the second Sunday of February. In 1988, Aeroflot Day was combined with the Day of the USSR Air Fleet. Both holidays were celebrated on the third Sunday of August. After the collapse of the Soviet Union, they turned into the Day of the Russian Air Fleet. But for Russian aviation workers, the second Sunday of February remained a memorable and significant day. Therefore, in 2013, by presidential decree, a new holiday, Civil Aviation Day, was decided to be celebrated on February 9th.
